Refactor the Resolution Policy and game view adaptation logic

Currently, all concept for this subject is mixed up in CCEGLView and cc.setup function. The idea is to separate these concept: Resolution Policy, Device(Mobile or not), Browse into different class and put the code logic related to them into their own class. In this way, the readability and extensibility can be greatly improved and the code will be more maintainable.

The last section is the refactor proposition, it was validated by HTML5 engine groupe today and targeted to 2.2.2.
