Cannot upload attachment over 1MB to either Community or Projects

Now we only allow user to upload small files like pictures or small code that can describe your problems.So I change the max size to 5M and also fix the nginx bug.Please don’t upload big files.

I tried to upload a 3.6MB sample project and continuously get “413 Request Entity Too Large”. If I break it up to several <1MB pieces, I can upload each individually. Both the Community or Projects claim 100 MB max size.
